       On December 8th, the "Leading High end, Casting a New Future for China's Vocational Education" Photon Intelligent Manufacturing Roundtable Forum was held in Xi'an. The forum focused on the theme of photon intelligent manufacturing and invited academicians and experts in the field to interpret the development trends and key technologies of China's photon intelligent manufacturing industry. Representatives from the government, research institutions, vocational colleges, and other parties were gathered to jointly explore a new model of integrated development of "industry education science", leading vocational education and technological development to move forward synchronously.

This forum is jointly sponsored by the Chinese Society of Vocational and Technical Education and the Chinese Academy of Sciences Xi'an Institute of Optics and Precision Machinery, undertaken by the Scientific and Technological Achievements Transformation Committee of the Chinese Society of Vocational and Technical Education, and co organized by the National Machinery Industry Service Advanced Manufacturing High level Vocational College Construction Alliance, the Institute of Optoelectronics Technology of the Chinese Academy of Sciences, the Chinese Academy of Sciences Shenzhen Institute of Advanced Technology, the Chinese Academy of Sciences Shenyang Institute of Automation, and Shaanxi Industrial Polytechnic Institute. Lu Xin, President of the China Vocational and Technical Education Association and former Deputy Minister of Education, attended and delivered a keynote speech. Hou Xun, academician of the CAS Member, Shen Weiming, academician of the Canadian Academy of Engineering, Yang Qingchun, vice president of the Xi'an Branch of the Chinese Academy of Sciences, Liu Zhimin, director of innovation and development of the School Planning, Construction and Development Center of the Ministry of Education, Xie Xiaoping, deputy director of the Xi'an Institute of Optics and Precision Machinery of the Chinese Academy of Sciences, and other leaders attended the forum. More than 100 people attended the forum, including representatives of more than 20 vocational colleges and enterprises across the country.


 


Tian Lin, Secretary General of the Science and Technology Achievement Transformation Working Committee of the China Vocational and Technical Education Association, delivered a special report entitled "New Technology Training Bases". The report pointed out that vocational education is an important force in filling the valley of death, emphasizing that vocational education should cultivate students' two core qualities, namely digital knowledge structure and digital hands-on ability. The key to achieving digital hands-on ability is to establish new technology training bases. The establishment of new technology training bases should be guided by "scenario guidance, technology layout, capability orientation, sharing iteration, and regional chain security", and adopt a deep integration of industry, education, and science, supporting each other, emphasizing "integration, openness, growth, and contribution".

       Vice President Yang Qingchun of the Xi'an Branch of the Chinese Academy of Sciences stated in his speech that in the face of the constantly changing economic environment, a new round of technological innovation and industrial revolution is ready to take off. The high-quality talents in emerging industries represented by photon intelligent manufacturing can no longer meet the development needs. Technology is not only about scientific research but also about technology. Currently, there is a huge gap in high-level technical and skilled talents. He pointed out that it is necessary to vigorously cultivate technical and skilled talents to fundamentally solve the problem of the two skin of science and technology and market.

Xie Xiaoping, Deputy Director of the Xiguang Institute of the Chinese Academy of Sciences, introduced the new concept of transforming scientific and technological achievements, such as demolishing the fence and opening up the Xi'an Institute of Optics and Precision Machinery of the Chinese Academy of Sciences, taking equity without controlling shares, and exiting at the right time. He also pointed out the importance of talent in the transformation of scientific and technological achievements. At present, nearly 350 enterprises have been incubated around the four major sectors of high-end manufacturing, optoelectronic integrated chips, biomedicine, and military civilian integration, with a market value of approximately 85 billion yuan and employment of 200 million people. However, with the expansion of the application market, the serious shortage of reserve talents for backend production and manufacturing has become increasingly prominent. And this forum is centered around photon intelligent manufacturing, exploring new models of integrated development of science, education, and industry, bringing us hope.

       Academician Shen Weiming of the Canadian Academy of Engineering delivered an academic report on the current situation and development of intelligent manufacturing in China, interpreting the five levels of intelligent manufacturing: equipment layer, enterprise layer, supply chain layer, and intelligent service layer. He pointed out that there is currently a lack of innovation and low product quality in Chinese manufacturing, emphasizing the improvement of the industry university research cooperation model, placing more emphasis on enterprise investment, and introducing experienced experts to teach and train in intelligent manufacturing.

       Dr. Mi Lei, founding partner of Zhongke Chuangxing, stated in the report "Photon Technology Leading the Hard Technology Revolution" that optoelectronic chips are the infrastructure for 5G and the Internet of Things. He proposed the "Mi 70 Law", which states that optical costs account for 70% of the future cost of all technological products, and optical technology has become a key bottleneck for technological products. He emphasized that fundamental technology contributes greatly to the industry, but due to low returns on capital investment, it has been neglected for a long time. China's industries should develop hard technology production and cultivate and support hard technology champion enterprises in segmented industries.
