Ten years, 72 meetings, nearly 600 documents... 

Now, the Third Plenary Session of the 20th CPC Central Committee is about to be held, and a new chapter will be opened in comprehensively deepening reform.

For a long time, there are some shortcomings in the construction of China's science and technology innovation system, such as low efficiency of science and technology input and output; The evaluation system of science and technology does not meet the new development requirements; The dispersion, duplication and inefficiency of scientific and technological innovation resources have not been fundamentally solved, which has affected the improvement of China's innovation ability and the stimulation of the vitality of innovation subjects.

"Science and technology input-output efficiency is not high", which is Yang Xiaojun stuffy in the heart for a long time. He said, "What we made in the firm at that time is just a result, not a product, for the user, you can only say that it can solve the problem, it is not really solve these problems."

In 2008, after graduating from Xi 'an Institute of Optics and Fine Mechanics, Chinese Academy of Sciences, Yang Xiaojun stayed to work there. In 2015, as the director of the Photonics Manufacturing and System Application Research Center of the Institute of Photonics, he has more than 30 patent achievements under his name. Holding a bunch of patents, but none of them put into practical application, Yang Xiaojun some unwilling. When he was at a loss, in May 2015, the Central Leading Group for Comprehensively Deepening Reform reviewed and passed the Implementation Plan for Deepening the Reform of the Science and Technology System, which clearly accelerated the industrialization of scientific and technological achievements. Like a long drought every rain, Yang Xiaojun excitedly took the document to discuss with the leader: Can you support him to establish the results of the transformation enterprise? Unexpectedly, the leader was waiting for him to speak.

    Yang Xiaojun said: "The company encouraged us to set up a business and further transform into products. One of the important policies of the firm at that time was to retain the treatment and all the positions in the firm, allowing me to be both the director of the center and the general manager of the company, which was a great support. In the early days of the company's establishment, there was some capital investment, and the firm also invested real money, and it could also use the scientific research platform of the Optical Machinery Institute to do some research and development."

Eliminating worries and getting the support of funds and resources, Yang Xiaojun and several colleagues established Zhongke Microfine, which is committed to the research and development and production of ultrafast laser microprocessing equipment. As original shareholders, they are free to go for it. In the past few years, with the wide application of ultrafast laser, Zhongke Micro Precision has gained a reputation in the industry, and pulled China's key parts manufacturing in aerospace engines to enter the stage of running with the international advanced level.

Yang Xiaojun said: "So far, only we have made this thing into a product in China, there is no second, and our products and equipment are now exclusive in the application of aerospace engines." Now, through the social capital power and equity financing, I can solve the fund needs of development, which are realized after the establishment of an industrial company, which is impossible to achieve in the past traditional research institute. I think I caught the pulse of The Times, and now a lot of people are envious of me."

Let the idle scientific research instruments "turn" up, let the "sleeping" scientific research results "wake up", and make the tight scientific researchers active... The reform of scientific and technological system is the indispensable propeller. In recent years, the reform of China's science and technology system has made comprehensive efforts and multi-point breakthroughs, and 143 tasks of the reform of the science and technology system have been completed with high quality. Substantial progress has been made in the reform of key areas and key links, and the basic institutional framework for scientific and technological innovation has been basically established, which has helped significantly improve the overall efficiency of the national innovation system.

On October 27, 2014, the Sixth Meeting of the Central Leading Group for Comprehensively Deepening Reform deliberated and adopted the Opinions on Opening Major National Scientific Research Infrastructure and Large Scientific Research Instruments to the Public.

On March 24, 2017, the 33rd Meeting of the Central Leading Group for Comprehensively Deepening Reform deliberated and adopted the Plan on Deepening the Reform of the Science and Technology Reward System.

On March 19, 2019, the Seventh meeting of the Commission for Deepening Overall Reform of the CPC Central Committee deliberated and adopted the "Several Opinions on Expanding the autonomy of Universities and research Institutes in scientific research".

On November 24, 2021, the 22nd meeting of the Commission for Deepening Overall Reform of the CPC Central Committee deliberated and adopted the Three-year Plan for Scientific and Technological System Reform (2021-2023).

On September 6, 2022, the 27th Meeting of the Commission for Deepening Overall Reform of the CPC Central Committee deliberated and adopted Several Opinions on Deepening the Reform of the Academician System.

On February 19, 2024, the Fourth meeting of the Commission for Deepening Overall Reform of the CPC Central Committee deliberated and adopted the Opinions on Accelerating the Formation of a Basic System to Support Comprehensive Innovation.
